  • This study examines the effect on teacher recruitment and retention of one of the longest-running alternative teacher compensation systems in the country, the Douglas County School District Pay for Performance Plan (PPP), which was enacted in the summer of 1994.
  • Using state-level data sets, this study investigates whether the Douglas County School District in Colorado has a lower attrition rate overall and for qualified teachers, and whether new teachers are more qualified than their counterparts in other districts in the state that use traditional pay systems.
